About Us

The Instructional Support Services department provides leadership development support for teachers and administrators to close the achievement gap and help every Ventura County student become college and career ready. Through on-site trainings and visits as well as workshops and conferences at VCOE, we strive to address both the academic as well as social-emotional development of all students from TK through grade 12.

 

Directors 

 Dr. Leticia Quezada Ramos, Director of English Learner and Dual Language Programs joined the Ventura County Office of Education (VCOE) in   September 2019 after a 23-year career in K-12 education across Ventura County. Dr. Ramos has served as a Transitional Bilingual Teacher, Dual Language   Immersion Master Teacher at a Professional Development School, English Language Development and Literacy Coach, Coordinator of English Learner   Services and Migrant Education Programs, and School Principal. Before joining the Ventura County Office of Education, Dr. Ramos served as a Master   Principal for the Oxnard School District and under her leadership, Elm Street School earned the distinguished 2019 California Association for Bilingual   Education (CABE) Seal of School Excellence Award for its Dual Language Immersion Program and English Learners improved learning outcomes.

 Dr. Ramos was designated an English Learner in elementary schooling and is the product of our county Migrant Education Program, Bilingual Education   Program, and schools . On October 2019, Dr. Ramos was the keynote speaker at the Ventura County CABE Conference and in October 2016 was recipient of the Doctoral Scholarship. In November 2019, Dr. Ramos was keynote speaker at the VCOE Special Populations Conference. Dr. Ramos’ research interests include the areas of K-12 dual language programs, critical pedagogy and marginalized communities and groups of students, working with English Learners and second language acquisition, teacher development and culturally sustaining pedagogy, transformative educational leadership, and school-university partnerships.

Dr. Ramos’ core values and ethical framework are a reflection of her belief that education is an equalizer, an investment in social capital, and the opportunity for a better quality of life for all, children and adults alike. Dr. Ramos’ motto is ¡Siempre adelante! Ever onward!
