
David Simmons became the Director of Human Resources for Ventura County Office of Education (VCOE) on July 1, 2009. Since 2005, Mr. Simmons had served VCOE as the Director of Certification Development Services, a Test Preparation Consultant, and a California Commission on Teacher Credentialing (CCTC) Funded Program Consultant for Recruitment, Advisement, and Program Coordination. He additionally oversaw the Bilingual Teacher Training Program and Wildman Paraprofessional Teacher Training Program for our region.
Mr. Simmons has presented on personnel issues surrounding NCLB and IDEA at various statewide and regional meetings (including the ACSA Personnel Institute, Credential Counselors & Analysts of California (CCAC) and for Counties in each of the Superintendents’ Regions). He has presented at various statewide and regional meetings (including statewide BTSA/Intern Directors’ Meetings and at each of California’s six BTSA Clusters) on implementation of SB2042 and the transition to Induction.
The primary purpose of the Human Resources Department is to plan, coordinate and manage certificated and classified personnel activities and risk management/safety functions for VCOE. Another responsibility of the department is credentialing. Electronic fingerprinting services are available for the Substitute Teacher Clearinghouse as well as all other employment and licensing needs. The Human Resources Department also coordinates services to districts such as neutral interest-based facilitation, sexual harassment abatement training, administrator evaluation training, credential inservice and other programs and activities that support Ventura County districts and schools.
