McKinney-Vento Act
The Homeless Education Project (HEP), funded through the McKinney-Vento Homeless Assistance Act as amended by the No Child Left Behind Act of 2001, is designed to provide educational support, mentoring, and social service referrals to homeless school-age children, youth and their families throughout Ventura County. The program helps students and families living in temporary and transitional housing enroll into school while removing educational barriers that these families face.
HEP also provides technical assistance regarding the McKinney Vento Act to the county's twenty school districts. Beginning in November 2003, VCSSO organized a Homeless/Foster Educational Liaison Council with a representative from each of the school districts. The purpose of the Liaison Council is to advocate for and to meet the educational needs of children and youth experiencing homelessness. We must ensure that homeless students have an opportunity to meet the same challenging state academic performance standards to which all students are held.
