The Beginning Teacher Support and Assessment Induction Consortium (BTSA/IC) Program provides first- and second-year teachers with school-site support, professional development opportunities and recommendation for their clear credential. Experienced teachers receive training in the California Formative Assessment and Support System for Teachers (CFASST) to foster new teacher growth and professionalism.

Certificated Development Services (CDS) is comprised of various grants and services to provide support and assistance to individuals working toward a teaching credential and to meet specific credential requirements. These programs include:

• Academic Advisement - advisors are available to assist individuals with general teacher credentialing and TSS Program questions.
• Bilingual Teacher Training Program (BTTP) - provides assistance to teachers to obtain credential authorizations for teaching to English Learner students .
• Designated Subjects Credential (DSC) Program - assists vocational and adult education teachers toward meeting requirements for their clear credential.
• Paraprofessional Teacher Training Program (PTTP) - provides assistance to paraeducators (instructional aides) toward earning a teaching credential.
• Test Preparation - classes available to assist individuals on preparing for and passing various teacher exams such as CBEST, CSET, CTEL and RICA.
• Verification Process for Special Settings - state-approved advanced certification process by which teachers in "special settings" have an additional option to become compliant with No Child Left Behind legislation.

Teacher Development Services provides professional development and assistance to teachers through the following programs:

• Ventura County Intern Program - An alternative certification program that provides under-prepared teachers with the coursework and school-site support to become successful teachers.
• National Board Certification - A countywide support network offering National Board candidates information, ideas and strategies to successfully achieve certification.
• Supplemental Educational Services (SES) - In coordinaton with the Paraprofessional Teacher Training Program (PTTP), program participants are employed to provide small group tutoring to "at risk" students and in return, receive assistance toward earning a teaching credential.

Ventura COE is designated as the PMAT central location for the collection, organization, storage, and dissemination of information and resources to assist the PMAT regional centers in providing comprehensive personnel management assistant services. PMAT  provides technical assistance to school districts in establishing and maintaining effective personnel management, recruitment, selection, hiring, and retention practices.
