The purpose of the TUPE program is to reduce youth tobacco use by helping students make healthful tobacco-related decisions through tobacco specific educational instruction and activities that build knowledge as well as social skills and youth developmental assets.
Comprehensive Health and Prevention Programs staff provides a variety of leadership, support and technical assistance services to school districts. These services include:

Encouraging school districts to apply for TUPE grant funds.
- Providing training and technical assistance to school districts writing TUPE grant applications, including grades six through twelve competitive grants.

Assisting school districts in developing capacity and building sustainability into their TUPE programs and activities.

Coordinating the biennial administration of the California Healthy Kids Survey.

Partnering and collaborating with Ventura County Public Health, Ventura County Behavioral Health, and other agencies.

Investigating Science-Based tobacco prevention programs and offering training and technical assistance in select programs and Research-Based activities.

Providing certification of district compliance with tobacco-free workplace requirements.

Conducting site visits to ensure that district programs are aligned with program requirements.

Co-facilitating quarterly meetings to promote comprehensive and effective tobacco prevention programs.
