Employee Benefits
The Ventura County Office of Education (VCOE) offers their eligible employees a generous benefits package.  Benefits may differ by class and union bargaining unit.

Health & Dental Plan Options

Blue Cross of California PPO

The County's Blue Cross plan is a preferred provider organization (PPO). A 90/10 plan with a $500.00 annual deductible per person up to $1,500.00 for a family when a “Preferred Provider” is used and a 70/30 plan with a $1,000.00 annual deductible per person up to $3500.00 for a family when a "Non-Preferred Provider" is used. Prescription services provided by Advance/Caremark (www.advancerx.com ).

This is a health maintenance organization. Upon enrollment, the subscriber enrolls with a primary medical group/physician. There is a $10.00 co-pay per office visit. To access specialists or other covered services, you can contact your provider for a referral and pay a $10.00 co-pay or you can self-refer within the medical group for a $30.00 co-pay. Includes a prescription drug program, Precision RX at www.precisionrx.com with a $10.00 co-pay for generic and $20.00 co-pay for brand name for a 30 days supply. A mail order program is available for a 90 day supply at $20.00 for generic and $40.00 for brand name.

Delta is a progressive preventative plan with coverage for the first year at 70%. Each succeeding calendar year the plan will increase 10% per member enrolled, but only if that member sought dental services the year before. The annual maximum is $1500.00 per enrollee. Also includes orthodontics at $1000.00 per person lifetime.

A full coverage vision plan that covers one examination every 12 months and a pair of glasses or contacts every 24 months.  A $15.00 for the examination and set allowances for frames and lenses apply.

Keenan & Associates is the district's third party administrator for our medical, dental and vision insurances. If you are having a problem with a referral or with getting a claim paid you can call Keenan’s help line at the above number with the following information:
  1. Social security number
  2. Date of service
  3. Amount of claim
  4. Nature of problem
  5. Name of doctor or provider
If the problem is still not resolved to your satisfaction, please call the Payroll department at (805)383-1949.

Flexible Spending Accounts - Optional Benefits

Section 125 Plans:
The Ventura County Office of Education offers optional benefits which meet the requirements of Section 125 of the Internal Revenue Service code. Under the plan, employees may pay for dependent care costs, unreimbursed medical expenses, purchase term life and disability insurance with pre-tax dollars. New employees must enroll within 30 days of employment and existing employees are eligible to enroll during open enrollment each year (generally November of year for an effective date of January 1.)

Tax Sheltered Annuities (403b):
VCOE also offers an optional deferred program for employees which meet the requirements of section 403(b) of the Internal Revenue Service code. Under this plan, employees can set aside certain amounts of money each pay period. The employee does not pay income tax on this amount until it is withdrawn. Interest earned on these funds is also not taxed until withdrawal. Certain withdrawal restrictions apply. Generally, these funds may not be withdrawn until the employee attains age 59 1/2.

Credit Union:
The credit unions allow employees to conveniently save money through payroll deductions. Employees may borrow money from the credit unions, which may be repaid through payroll deductions. You must apply in person at either credit union to become a member, after that, most changes to your deductions and direct deposit can be taken care of through the Payroll office. 14 Paid Holidays

Permanent/Regular classified employees of VCOE are paid for the 14 following holidays each year:

  New Year's Day
  Martin Luther King Day
  Lincoln Day
  Washington Day
  A Friday designated in spring
  Memorial Day
  Independence Day
  Labor Day
  Veterans Day
  Thanksgiving Day
  The Friday following Thanksgiving Day
  December 25
  Two days designated annually by VCSSO (tied to December 25 and January 1)

Paid Vacation and Sick Leave

Vacation is accrued for all regular/permanent classified employees on the following schedule. Employees working less than a 12 month, 8 hour day, the schedule shall be prorated appropriately.

Up to 5 years 6 2/3 hours or .83 days
5 but less than 11 10 hours or 1.25 days
11 10 2/3 hours or 1.33 days
12 11 1/3 hours or 1.42 days
13 12 hours or 1.5 days
14 12 2/3 hours or 1.59 days
15 and above 13 1/3 hours or 1.66 days














Sick Leave is earned by all regular/permanent employees at the rate of one day for each month of service, credited at the beginning of each fiscal/school year once they have passed the probationary period. (Example, a 12 month, 8 hour per day non-probationary employee would earn 12 days of sick leave credited to them on July 1 of each year.)
