Human Resources

The primary purpose of the Human Resources Department is to plan, coordinate and manage certificated and classified personnel activities and risk management/safety functions for VCOE. Another responsibility of the department is credentialing. Electronic fingerprinting services are available for the Substitute Teacher Clearinghouse as well as all other employment licensing needs. The Human Resources Department also coordinates services to districts such as neutral interest-based facilitation, sexual harassment abatement training, administrator evaluation training, credential inservice and other programs and activities that support the Ventura County districts and schools.

The Human Resources Department is pleased to offer the VCOE Paraeducator Eligibility—Level II Exam. This exam will allow prospective and current VCOE Paraeducators to take an examination giving the equivalency of an AA Degree or 48 Semester Units (for VCOE purposes only). Passage would deem a Paraeducator as NCLB-compliant and would allow for placement at Triton Academy, Phoenix, Providence, and Gateway.

The Human Resources Department is pleased to host a "The Softer Side of FRISK" Workshop on December 15, 2015.

The Superintendent or designee shall annually publicize this policy and the availability of grievance procedures throughout VCOE.

Sexual Harassment Policy and Complaint Procedure


It shall be the policy of the Ventura County Office of Education to take affirmative steps to:

a) Prohibit and discourage any person in the Ventura County Office of Education work or educational setting from sexually harassing any other person including students in the work or educational setting.

b) Provide a harassment-free work and educational environment.

c) Immediately and thoroughly investigate any report of sexual harassment.

d) Provide ongoing education and awareness of the problem of sexual harassment.

e) Provide information about how to pursue claims of sexual harassment.
