Congratulations to EETT-C ARRA Awardees

The following Ventura County school districts were awarded $1,400,000 in EETT C ARRA funds:

Conejo Valley Unified School District - $500,000

Hueneme Elementary School District - $50,000

Moorpark Unified School District - $50,000

Oxnard Union High School District - $500,000

Ventura County Office of Education - $50,000

Ventura Unified School District - $250,000

  District Tech Plans  

The CTAP Region 8 staff at the Ventura County Office of Education provide guidance, information and technical support to school districts, charter schools, and county education offices for developing comprehensive education technology plans that meets state requirements.    The 2011-12 EETT RFA is available now at http://www.cde.ca.gov/ls/et/ft/eettformula.aspContact Dana Greenspan at 805.383.9325.

There are two stages to the review process for school district Ed Tech plans: (1) regional level review and (2) state level review.

This year, there are three possible submission cycles for a district (or charter school) plan to be reviewed:

Ed Tech Plan Submission Dates:

· Cycle A – October 7, 2011   

· Cycle B – December 16, 2011

· Cycle C – April 13, 2012

NOTE: Districts that are eligible for EETT Formula funding for the first time and districts that already have a state-approved Ed Tech plan that is due to expire by June 30, 2011 are strongly encouraged to submit their plans for review either in Cycle A or Cycle B. To allow time for possible revisions or corrections, districts that miss the Cycle A or Cycle B deadlines, should contact the CTAP Region 8 Ed Tech Planning coordinator to arrange to submit their plans as soon as possible, rather than waiting until the final submission date for Cycle C.

EETT Ed Tech Plan submissions are electronic. The Ed Tech Plan and all supporting documents, including Appendices and required (signed) forms, must be contained in a single file (MS Word file -- .doc format). All Ed Tech Plans (new or updated) must include EETT Appendix C, with page references for all required components of the plan.  To facilitate this process, CTAP has developed an online Tech Plan Builder (see TPB notes for more information).

To qualify for education technology funding administered by the California Department of Education (CDE) – including EETT Formula Funding, EETT Competitive Grants, and the Educational Technology K-12 Voucher Program -- county education offices, school districts, and charter schools must have a state-approved Comprehensive Education Technology Plan that meets the Criteria for EETT-Funded Education Technology Plans (Appendix C).

  CTAP’s Online Tech Plan Builder (TPB)  

The California Technology Assistance Project, CTAP, has developed an online Tech Plan Builder that may be accessed at the CTAP website: www.myctap.org.  Simply choose the IT & Tech Planning tab, and you will be taken to a comprehensive site that allows districts to create their EETT Ed Tech Plan and/or E-rate plan in a collaborative manner.  For additional assistance in using this site, please contact Dana Greenspan, CTAP Tech Specialist, at 805-383-9325 or dgreenspan@vcoe.org.

  Education Technology K-12 Voucher Program  

Look for new information from The California Department of Education (CDE) on the Microsoft Settlement k-12 Voucher Program in early 2011 at http://www.cde.ca.gov/ls/et/st/etv.asp.

Guide to K12 Voucher Redemption

Here are a few tips that will make the redemption process go more smoothly:

1)    Make certain that the person signing the pink and blue redemption requests is the same person listed in the approved Request for Application (RFA).  Contact the Microsoft Claims Administrator and provide him with updated staff information before submitting the redemption requests.

2)    Copies of invoices are acceptable, if your auditors require the originals.  Simply state on the copy that “Original invoices must be retained for audit purposes.”

3)     Be sure the statement, “Standard Academic Pricing,” appears on the invoice.

  AB307 Chavez Bill  

Technology planning changed with the passage of the Chavez Bill (Assembly Bill 307).  AB 307 requires districts to “educate pupils and teachers on the appropriate and ethical use of information technology in the classroom, Internet safety, avoiding plagiarism,the concept, purpose, and significance of a copyright so that pupils can distinguish between lawful and unlawful online downloading, and the implications of illegal peer-to-peer network file sharing.” As a result of this bill, there are two additional sections in the planning criteria found in the EETT grant application (Appendix C, sections 3f and 3g).

  E-Rate Plans  

To qualify for E-rate, LEAs (county offices, school districts and charter schools) have two options:

1.  A state-approved Education Technology Plan plus E-rate Addendum.  Districts should complete an “E-Rate Addendum for Technology Plan Update” form annually and keep it both on File the E-Rate Addendum form at your district office.

2. An approved E-rate Plan, in lieu of separate from the district Ed Tech Plan. E-rate plans should be submitted to the Ventura County Office of Education (VCOE) for review and approval.
