"Strengthen Teacher Quality" by Grover J. Whitehurst, Ph.D. (3/5/02)

This article by Grover J. Whitehurst, Assistant Secretary of the US Department of Education's Office of Educational Research and Improvement, is from a White House Conference on Preparing Tomorrow's Teachers. Dr. Whitehurst's assignment for this conference was to examine and report on research related to the preparation and professional development of teachers.

Federal Non-Regulatory Guidance (Revised 8/3/05)

Margaret Spelling, Secretary of Education, shares a revised and expanded version of the Highly Qualified Teachers and Improving Teacher Quality State Grants Non-Regulatory Guidance. While this revised guidance does not depart significantly from the previous version, it introduces new questions and expands others. Many of these changes, including new policies pertaining to teachers in rural districts, science teachers, and teachers of multiple subjects, were made in response to feedback from Teacher Assistance Corps (TAC) and monitoring visits. The Guidance also includes new questions on highly qualified teacher flexibility policies, revisions to and expansions of answers to several questions, revisions to the deadline by which paraprofessionals must become highly qualified, and new information on highly qualified special education teachers that results from the reauthorization of the Individuals with Disabilities Education Act, or IDEA.

National Council on Teacher Quality (December 2004)

This report, the second in a series published by the National Council on Teacher Quality, examines states’ progress in meeting the new federal requirement that by the end of the 2005 - 2006 school year there will be a “highly qualified teacher” in every classroom in the nation.

California State Board of Education (January 2006)

From June 14-17, 2005, the U.S. Department of Education (ED) conducted a monitoring visit of California’s progress in meeting the highly qualified teacher provisions of the ESEA, as amended by the No Child Left Behind (NCLB) Act of 2001, and the State’s administration of the NCLB Title II, Part A, Improving Teacher Quality State Grants program. In addition to interviewing CDE staff, the ED monitoring team interviewed local education personnel, conducted conference calls with representatives of the Ventura County Office of Education, Eureka, Sacramento, and San DiegoPublic Schools, and conducted site visits to the Elk Grove, San Francisco, Grant, and Long Beach school districts.
