Clear Administrative Services Credential (CASC) Standards-based Program
Principal Leadership for Increased Student Learning

The Clear Administrative Services Standards-based Credential Program (CASC) is offered by VCOE for novice administrators who possess a Preliminary Administrative Services Credential. In consultation with the employer and a qualified mentor, candidates develop a Leadership Action Plan that builds on prior knowledge and experiences. Over the two year program, candidates are assessed on their growth toward becoming proficient in the California Professional Standards for Educational Leaders (CPSELs). Candidates receive mentoring and job-specific coaching, attend professional learning, and complete two Professional Portfolios (one for each year) demonstrating and implementing knowledge and skills of the six CPSELs. Upon satisfactory completion of all program requirements, candidates are recommended for the Clear Administrative Services Credential.

  • Classes taught by well-known educational leaders
  • Candidates receive job-embedded mentoring from knowledgeable leaders
  • Job-embedded portfolio assignments
  • Opportunities to strengthen individual leadership skills
  • Quality county-based program providing leadership network opportunities
