Child Development Permit Advisement – Educator Support & Effectiveness

You have two ways to apply for or upgrade your permit:

  • Apply Directly. Visit the Commission on Teacher Credentialing (CTC) website for detailed instructions: Child Development Permits
  • Apply with VCOE Assistance. Our team is happy to guide you through the application process and review your transcripts. This service is currently free for the 2026-27 school year while grant funding lasts. (Fees may apply if funding is depleted.)

 First Child Development Permit

 

For assistance in applying for a Child Development Permit through the Ventura County Office of Education, you will need to complete the following:

  1. Register with VCOE Educator Support and Effectiveness:  ESE Information System
    • Be sure to do this step first.
    • Provide complete and accurate information to avoid delays in processing your application.
  2. Create an account on the Commission on Teacher Credentialing website: CTC: Create Account
  3. Be fingerprinted by an approved Live Scan operator.
  4. Order transcripts

Once we receive your transcripts, we will contact you to let you know your eligibility status. Please note that the timeline for a transcript evaluation is up to 10 business days.

 

  Upgrade Your Current Child Development Permit

 

To apply for a Child Development Permit Upgrade through the Ventura County Office of Education, you will need to complete the following:

  1. Register with VCOE Educator Support and Effectiveness:  ESE Information System
    • Be sure to do this step first.
    • Provide complete and accurate information to avoid delays in processing your application.
  2. Order transcripts

Once we receive your transcripts, we will contact you to let you know your eligibility status. Please note that the timeline for a transcript evaluation is up to 10 business days.
