The challenge is clear. According to No Child Left Behind, districts receiving Title I funding must provide technical assistance to all identified Program Improvement (PI) sites so all pupils attending these schools attain proficient or advanced levels on the California Standards Test or High School Exit Exam by 2013-2014.
