The challenge is clear. According to NCLB, districts receiving Title I funding must provide technical assistance to all of their identified Program Improvement (PI) sites, helping 100% of all pupils attending these schools to achieve at proficient or advanced levels on the California Standards Test or High School Exit Exam by 2013-2014.
