We know that a child’s mental and emotional well-being is just as important as their academic success. That’s why we’re excited to share information about the Children and Youth Behavioral Health Initiative (CYBHI), a major statewide effort to improve mental health support for young people across California.
What makes CYBHI special is that it’s designed with families and youth in mind. The goal is to make it easier for children and teens to get the help they need in the places they already spend their time, like schools, colleges, and community spaces.
Ventura County Office of Education (VCOE) is proud to be a local partner in this important work. We’re teaming up with schools, educators, and community organizations to make sure that mental health and substance use support is more accessible, inclusive, and responsive to real-life needs.
A key part of this initiative is the CYBHI Fee Schedule, a new funding tool that helps schools build and sustain mental health services for students. That means more access to counseling, wellness programs, and other resources that support your child’s overall well-being.

What is the Children and Youth Behavioral Health Initiative (CYBHI)?
The CYBHI is a state-funded program designed to improve the mental and behavioral health services available to children and youth. It aims to ensure that young people have access to the care and support they need to thrive emotionally, mentally, and socially.
Who is eligible for the services offered through CYBHI?
The initiative serves all children and youth in California, with a focus on increasing access to services for students in schools, including those covered by Medi-Cal and those with limited access to mental health care.
What types of services are included?
CYBHI provides a range of behavioral health supports, such as:

How can my child access these services?
Services may be available through your child’s school, local community health organizations, or behavioral health providers. Contact your child’s school for information on available programs or visit your county's behavioral health website for local resources.
What if my child already sees a mental health provider?
CYBHI services can complement existing care and provide additional support when needed. Discuss your child's current care plan with the school or CYBHI representatives to ensure coordination.
Is there a cost for these services?
Many services offered through CYBHI are free, especially for those covered by Medi-Cal. Check with your school or service provider for specific information about costs.
How does CYBHI support parents and families?
In addition to services for children, CYBHI offers:

How will my child’s privacy be protected?
All information shared during behavioral health services is confidential and protected under federal and state laws, including FERPA and HIPAA, where applicable.
What if I don’t know my child’s insurance information? How can I find it?
You can access your child's insurance information, including the provider ID, by checking their Medi-Cal or IEHP insurance card. If you don't have the card, you can contact Medi-Cal at (800) 541-5555 or IEHP Member Services at (800) 440-IEHP (4347) for assistance. You can also log in to your account on the Medi-Cal or IEHP website to find the information.
What if my child does not have insurance?
If your child does not have insurance, you may be able to apply for Medi-Cal or Covered California for low-cost or free coverage. You can apply online at www.coveredca.com or through your local county social services office.
How is this initiative improving school-based mental health services?
Schools participating in CYBHI may receive additional funding for on-site mental health staff, expanded wellness centers, and improved crisis response capabilities. The program aims to make mental health services more accessible and reduce stigma around seeking help.
